STARBOARD works frequently with both private sector and governmental clients to identify and implement public finance solutions to solve capital stack gaps for development projects.  This work involves financing for public infrastructure improvements working with all types of Special Districts, Urban Renewal Authorities and Downtown Development Authorities.  STARBOARD principals have been involved in the formation of over 60 Metropolitan Districts, have served on the Boards of Directors of numerous districts and have participated in the issuance of over $1 Billion in tax exempt bonds to fund public infrastructure investment.
